, founded in 1981, is dedicated to teaching, research, and expertise related to public policy, governance and administration. As of 1 January 2014, the school is a part of the Faculty of Law, Criminal Sciences, and Public Administration at the University of Lausanne.
The center of IDHEAP activities in terms of teaching, research, and expertise is located within the understanding, analysis, and the capacity to implement resources related to conducting and steering public action.
General framework of the position
In both the public and the private sector, the development of a great number of very large databases has come to be the norm, even if there are still large gaps in terms of their use for improving knowledge and taking decisions. Examples of this can be seen in population mobility databases used for developing transport infrastructures or health databases which should be used to regulate this sector. Yet, because of the very complexity of these databases, because of problems of definition, calibration, reliability, manipulation, ownership, accessibility and data usage, or even simply because of a mismatch between database and required decisions, there exists a significant theoretical and practical deficiency.
At the academic level, numerous concepts have been developed in connection with this theme: Big data, Liquid data, Data Mining, Open data, Data analytics, etc.
The position holder will be required to develop both the theoretical and practical expertise in order to provide public sector authorities with a better definition and a more efficient usage, as well as the appropriate terms of governance for these data systems.
Activities related to the position
Teaching
Although subject to change according to the study plans of the different curricula and programs, the position holder must, at the very least, be responsible for the following teaching assignments:
1) Master PMP :
− Public Management (semester course of 4,5 ECTS 1x/year)
− Research Methods (semester course of 6 ECTS 1x/year but to be given in tandem with a teacher from the SSP Faculty)
− Optional course to be agreed upon (semester course of 3 ECTS 1x/year)

2) Master MPA :
− Optional course to be agreed upon (quarterly course de 10 ECTS 1x/every two years)
Depending upon the candidate hired and changes within the different programs, the position holder will be expected to give courses and seminars for the CEMAP, within the framework of continuing education as well as for doctoral training in terms of methodology.
Research
The position holder should develop and/or pursue his or her own research in the field of public data analysis according to the above description. S/he will also supervise PhD dissertations.
Public sector mandates and services
The position holder will conduct missions related to research, consulting, and support conferred by the public and parastatal administrations and organizations and carried out according to scientific criteria. Within this context, s/he will foster relationships with the community, especially through service and scientific culture activities.
Administration
The position holder will participate in the institute’s administrative tasks as well as work related to curriculum and training programs.
Required skills
Scientific skills
− PhD in management, economics, computer science, information systems, political science, social science or a similar degree
− Teaching and research experience in line with the managerial aspects of public action
− Research experience and relevant publications in the field of data analysis
− Very good theoretical knowledge and practice of quantitative research methods and tools
− Confirmed experience in conducting research projects and good integration within international research networks
Language skills
− Fluent French or German and English. Following an adaptation period (3 years) must be able to teach in French and in German.
Other skills
− Knowledge of public administrations
− Confirmed experience in acquiring and directing mandates for public institutions or organizations
− Confirmed experience in designing and teaching courses or seminars in continuing education
− Leadership and ability to direct research teams
− Ability to work in a collegial manner within the Institute and the Faculty
