The qualified candidate will have a doctoral degree in political science, economics, public policy, public administration or related disciplines, with a demonstrated expertise in those fields. Preferred candidates will have a strong program of research and of scholarly publications, and some knowledge of contemporary Russia. The MGPP is an English-language program, and all teaching will be in English; however, some knowledge of the Russian language is an asset, as is previous professional experience in the Russian Federation. RANEPA, as part of the Presidential Administration, is the leading post-secondary institution in the Russian Federation specializing in public management and economics. Its main campus is located in Moscow, and it has more than 60 other branches across the country. RANEPA is also a key resource for policy research in Russia, as manifested in its developing the agenda for the 2012 Russian Presidency in APEC, and in revising the national socio-economic development strategy to 2020. Each year RANEPA hosts the Gaidar Forum, the top economic policy conference in Russia, with participants from Russia and from many countries around the world. The MGPP is an exciting new program aimed at attracting the best students from Russia and around the world. It is a two-year program, taught in English, and has two concentrations: Russia and the World, and Global Development and Emerging Markets. MGPP’s mission is to prepare public policy practitioners, managers and analysts to see the global challenges beyond national boundaries and to address them at the local, national and international levels. The program is being designed with the assistance of the World Bank and leading experts from public policy schools around the world, including partners in Brazil, India, China, Indonesia, Egypt, France, and the US. RANEPA is especially interested in candidates who can contribute, through their teaching, research and service, to establishing the MGPP as one of the leading programs of its type in the world.
