The annual conference of the International Research Society for Public Management (IRSPM) is in Budapest, 19-21 April 2017.

Panels have been finalised and the Call for Abstracts has been posted athttp://www.irspm2017.com/call-for-abstracts/

Brian Head is convening a panel on "Expertise and Evidence in Public Policy".

Theme overview:

There is international interest in the relationship between expert knowledge and the concerns of policy makers and public managers. Much of this interest has focused on efforts to promote more evidence-informed policies and evaluations within specific policy areas (e.g. education, healthcare, environment). There have also been some attempts to develop conceptual schemas to facilitate comparisons across cases and countries.

There is now a recognised need for systematic research on how expertise and research are utilised in different policy areas, and across different policymaking processes and institutional settings. This panel provides a forum for developing and sharing comparative research experiences on the relationship between expertise, research, policy and practice across policy themes, across institutional settings, and across national boundaries.

Systemic obstacles to adoption of expert knowledge are well-known. These include the politicised context of policy debates and governmental commitments, the search for political compromises, low awareness of evaluation findings on the part of public officials; and ineffective communication by researchers and other experts. “Bridging” and “brokering” strategies have emerged to promote closer linkages.

Papers are welcome on any topic aiming to enhance conceptual and/or empirical understanding of how expertise is mobilised or utilised in public policy settings. Some relevant questions might include:

1. How do the relationships between expertise and policy differ across policy issues, sectors or countries?

2. What strategies are used to promote or embed expertise in policy processes?

3. What conceptual models are useful for framing these analyses?

4. What are the research gaps?

PROPOSALS should be directed to http://www.irspm2017.com/call-for-abstracts/

PhD scholarship at the Department of Management, Aarhus BSS Graduate School, AU

Applicants are invited for a PhD scholarship at Aarhus BSS Graduate School, Aarhus University, Denmark, within the Management PhD programme. The position is available from 1 February 2017.

The research project: Comparative Research on Reputation in Government (Rep Gov), funded by the Danish Research Council has an open position for a Ph.D. candidate for the period of 1 February, 2016 to 31 January, 2019.

The Comparative Research on Reputation in Government (Rep Gov) project aims to increase our understanding about the behavior of, and relations between, bureaucrats/agencies and politicians. Despite decades of research, the interplay between politicians and agencies is in some respects still part of what has been referred to as 'the black box of executive government'. The Rep Gov is specifically designed to further open up this black box by advancing on an emerging theoretical perspective, Bureaucratic Reputation Theory (BRT). BRT argues that reputational concerns are a crucial motivator for the behavior of agencies and their political principals. The Rep Gov project consists of two parts, both based in a comparative framework investigating central governments in Denmark and Belgium. The first part is based on a quantitative analysis of agencies strategic communication responses to negative media coverage over time. The second part is a multiple-case study, using qualitative methods to identify whether agencies subject to substantial negative media coverage over time are sanctioned by their minister and the government. The Ph.D. project is mainly associated with the first part of the project.

The project is situated within an international research group consisting of Heidi Houlberg Salomonsen (AU), Prof. Koen Verhoest and Post. Doc. Jan Boon (both University of Antwerp, Belgium). The Ph.D. candidate will be positioned at the Department of Management, Aarhus BSS, AU with the option to spend part of the trajectory in Antwerp. The Ph.D. candidate will further engage in established collaborations and networks with excellent scholars from Norwegian, German and Dutch universities working within the discipline of public management, public administration, political science and strategic communication. The Ph.D. will be supervised by Heidi Houlberg Salomonsen and Koen Verhoest. lf you have any interest in applying please contact Heidi Houlberg Salomonsen for further information.

Profile and requirements

• You hold a master degree in relevant fields within social sciences
• You have achieved excellent study results
• You are quality-oriented, conscientious, creative, and cooperative, and you are sufficiently entrepreneurial as well as disciplined in order to structure and complete a research project in time
• You are strongly motivated to do research about the public sector and you have good capacities for analysis and synthesis in social science research.
• You find it attractive to perform research of a comparative nature and have an ambition to take part in a truly international research network in which the project is positioned.
• Specific knowledge of Bureaucratic Reputation Theory is not required. However, it is vital that the applicant is well qualified in quantitative research methods.
• You have good language skills in Danish and English

Contact person: Heidi Houlberg Salomonsen, hhs@mgmt.au.dk , Department of Management, Aarhus BSS, AU,

Editors:

Philip Bromiley (University of California, Irvine, USA), Rouslan Koumakhov (NEOMA Business School, France), Andrea Prencipe (LUISS University, Italy), Denise Rousseau (Carnegie Mellon University, USA), William Starbuck (University of Oregon/New York University, USA)

James March and Herbert Simon’s (1958) Organizations is one of the most influential contributions to the social sciences. To celebrate its sixtieth anniversary, this Special Issue addresses, evaluates and explicates the continuing relevance of this work in various fields of management and organization studies. In line with the Carnegie School’s tradition of interdisciplinary research, we welcome contributions from across the social sciences and humanities.

Contributions might address, but are not limited to issues such as the following:

· March and Simon’s integration of individual and organizational decision-making subsequently became distinct areas of study (March and Shapira, 1982). How might these intellectual domains be reconnected?

· What new opportunities does March and Simon’s analysis of managerial cognition offer to the understanding of organizational attention (Occasio, 1997), mental representations (Gavetti, 2005), modularity (Brusoni and Prencipe, 2001), uses of heuristics (Artinger et al., 2015; Kahneman and Tversky, 2000; Lovallo and Kahneman, 2000), organizational memory and learning, firms as cognitive communities (Porac et al., 2011) and neurocognitive foundations of managerial decision-making (Laureiro-Martínez et al., 2015)?

· How might this book advance understanding interpretation, sensemaking and categorization (Starbuck, 2015)?

· What are the methodological implications of March and Simon’s book for empirically validating current approaches to management and organizations, including evidence-based management (Rousseau, 2006)?

· What implications does March and Simon’s book have for advancing strategic management theory, research and practice?

· How do we reconcile the theories of March and Simon with the existence of (some) evidence of proactive strategic change and how can these theories bring together backward-looking and forward-looking models (Gavetti and Levinthal, 2004)?

· How might measurement issues raised by this book be addressed, for example, operationalizing key concepts such as aspirations, search, etc. (Washburn and Bromiley, 2012)?

· Consider the book’s implications for understanding rules and programs. How might its concept of programs enrich research on routinized behavior in organizations and/or help renew the concepts of rules, routines and capabilities (Cohen, 2012; Hodgson and Knudsen, 2004; Miller et al., 2012; Winter, 2013), especially in the face of increased concern with organizational change, flexibility and various re-conceptualizations of organizational routine, with their focus on agency and mindfulness (Feldman and Pentland, 2003)?

· How can we relate March and Simon’s understanding of coordination and related issues, such as conflict, organizational and professional identifications, group norms, adaptation and flexibility, goals and sub-goals, formal and informal communication structures, and work division, to today’s understanding of these issues?

· Because March and Simon’s conceptualization of organization members cannot be reduced to rational choice theory or a variation of social determinism, to what extent may their approach be viewed as overcoming the macro-micro division in management and organization studies?

· How can social theories and philosophies (e.g., critical realism, neo-pragmatic theories of justification, conventionalist approaches, cultural-theoretical approaches to risk, institutional dynamics), and their applications to management studies (Reed, 2005; Patriotta et al., 2011; Muzio et al., 2013), support and develop the book’s conceptualization of the boundedly rational and socially receptive individual?

The 2015 conference in Milan (ICPP 2) was a great success attended by over 1,300 participants from more than 60 countries, and featured more than 265 sessions and over 1,000 paper presentations. A similar number of panels and participants is expected in Singapore.

ICPP 3 is organised in 2 steps: Call for Panels (1st September - 14th October 2016) and Call for Papers (1st November - 15th January 2017). A panel proposal should define a research topic, allowing policy researchers on the same issues to present and to discuss their works with participants. The panel proposals can be on any particular topic (theoretical, methodological, or empirical approaches are all welcome) and must contain a “Call for Papers” which will be published if the panel is selected. All panel proposals will be reviewed by the International Scientific Committee of ICPP, and the "Call for Papers" of the selected panels will be published online. The panel chairs will receive and select high quality paper proposals which correspond to their panel (between 4 and 15 papers) and will organise between 1 and 3 sessions of 2 hours during ICPP3. All the panels are open (send panel proposal without paper proposal) and the panel chairs will be in charge of the paper selection.

The panel submission is an online process. To propose a panel, you must:

Create an account on our Website of all panel chairs

Complete the online form (http://ippapublicpolicy.org/conference/icpp-3-singapore-2017/page/call-for-panel/15/7) with the following information:

Choice of topic

Email address of any other Panel Chair(s)

A description of the objectives of the panel and its scientific relevance in no more than 500 words.

A text for a “Call for Papers” of no more than 300 words that will be published if the panel proposal is accepted.

Guest Editors Professor Anthony C. Janetos and Dr. Laurence L. Delina call for papers for a special issue of Energy Research & Social Science.

Energy—from its production to distribution to consumption— has become, in part, a vital centerpiece in which contemporary societies re-order themselves and their institutions across local, national, and international scales. These new re-orderings stem largely from the role and contribution of energy’s traditional and most known fuel source, fossil fuels, to pollution and emissions that are driving global environmental, health, and societal threats. The processes by which fossil fuel energy—and its replacement—is produced, distributed, and consumed, therefore, will have large-scale implications in and for the future. Such future would, indisputably, be fraught with tensions, trade-offs, and contestations considering that multiple forces, values, and interests are socially and politically intertwined in these processes. Multilateral arrangements to curtail future emissions from energy sources, such as those provided in the Paris Agreement, for example, will have future implications in terms of expanding sustainable energy systems. Fossil fuel incumbents, meanwhile, will most likely strive to protect their interests to remain viable. Given these polarities, the future of energy will be envisaged, navigated, and settled in multiple ways and approaches; hence, opening up new challenges both in ways ‘energy’ is conceptually, theoretically, and empirically examined and studied in the future, and practically in terms of designing new policy, market, and governance infrastructure, devices, and interventions that meet the needs of these highly contested futures.

This special issue seeks to produce a collection of latest and original interdisciplinary papers on both ‘the future of energy,’ and ‘energy and the future’ that consider these emergent and crucial contemporary situations and developments. The collection aims to highlight plausible and multiple energy futures based on new and emerging directions for energy production, distribution and networks, consumption, and policy and governance. The collection also aims to focus on the critical assessment of the future synergies, trade-offs, and tensions among issues of energy resource supply and demand, environmental sustainability and climate change, access, innovation, strategy, security, decision-making, justice and fairness, markets, and institutional arrangements on local, national, and international levels.

We seek policy, conceptual, theoretical, and empirical paper contributions from researchers whose work are clearly focused on the issues of temporality and futurity of energy that spans the themes outlined above (and are enumerated in more details below), and their surrounding controversies. These proposals have to explicitly make the connections between the concepts of ‘the future’ and ‘energy.’ The proposals may emanate from various disciplines, including political science, development studies, environmental management, policy, international relations, ecology, security, public administration, business, science and technology studies, environment, philosophy, sociology, geography, anthropology, economics, and others. In line with the aims and scope of the journal, we especially welcome interdisciplinary, mixed-methods, and/or comparative papers, and encourage proposals from women scholars, and those from minority groups and developing countries.

We anticipate receiving proposals that deal with the following five areas of interest or themes:

·         Future energy transitions: including issues of pace or speed (short-term, mid-term, and longer-range), space or level, and scale (small-scale and large-scale) in the context of both developed and developing countries, with a particular emphasis beyond Europe, which has already been explored in a previous Special Issue (Volume 13), and ways and approaches to mobilise (and sustaining) funding support for future energy transitions;

Previous research has described the development of emergency management systems in countries such as the US (Sylves 2008, Roberts 2013), Turkey (Unlu, Kapucu et al. 2010), Russia (Porfiriev 2006), Japan, New Zealand, Philippine (Britton 2006), Australia (Britton 1986), and European countries (Boin, Bossong et al. 2014, Christensen, Danielsen et al. 2016). One of the recent trends in the contemporary development of emergency management practice and research is to strengthen pre-crisis prevention/mitigation capacities. In other words, governing risks that may escalate into a crisis has become an essential part of many emergency management systems.

This conference brings together experts from a wide array of countries to further our understanding of the emergency management systems across the world, and will pay special attention to the challenges of managing risk and safety. We welcome papers on the following topics:

l  Challenges of risk regulations in different emergency management systems;

l  The contributions that theories on resilience and high reliability organizations can make on the development of the risk and safety regulation systems;

l  To what extent existing emergency management system can learn lessons from past crises and turn these lessons into risk/safety management practice;

l The roles the accountability system may play in the lesson-drawing process after crises.

Publication of papers

We aim to bring a collection of papers together in a special issue of a reputed academic journal.
